Estonia Proposes National Hub to Fortify Maritime Cybersecurity

In a bid to bolster maritime cybersecurity, a novel concept for a national Maritime Cyber Security Operations Center (M-SOC) has been proposed by Aybars Oruc, a researcher at the Centre for Maritime Cybersecurity, Tallinn University of Technology, Estonia. The idea, published in the Journal of Marine Science and Engineering, aims to create a dedicated hub for detecting and responding to cyber threats targeting ships within a country’s waters.

The study, which follows a guideline by MITRE, a non-profit research organization, suggests that the M-SOC should be equipped with 11 key elements to effectively monitor and protect vessels. These elements include threat intelligence, incident response, and risk assessment capabilities. The initial draft of the concept was evaluated through focus group discussions with domain experts, and their feedback was analyzed using thematic data analysis to refine the proposal.

Oruc explained, “The operation of M-SOCs is expected to enhance the cyber resilience of the maritime ecosystem at the national level.” This is particularly crucial as digitalization has led to ships being equipped with more computerized systems, improving navigational safety and operational efficiency but also raising cybersecurity concerns.

The commercial impacts of such a center are significant. With cyber threats becoming increasingly sophisticated, having a dedicated M-SOC can help shipping companies and port authorities mitigate risks, avoid costly disruptions, and protect sensitive data. Moreover, the establishment of M-SOCs can open up new opportunities for maritime cybersecurity service providers, creating a market for innovative solutions and technologies.

Oruc further noted, “The 11-element recommendation presented in the study contributes to the development of a center capable of detecting and responding to cyber threats targeting ships within a designated sea zone.” This proactive approach can not only safeguard vessels but also enhance the overall security of the maritime ecosystem, benefiting all stakeholders involved.
